you know what a mouse and keyboard is, how to turn it on, acces/find files, use programs and general basic information about the use and application of a computer.

This doesn't mean you know technical information or detailed workings or how to troubleshoot technical issues. Just, do you know what a computer is and can you at least use it without us telling how to interact with it.

I would say "computer proficient" would mean that you know the basics of how to use a computer. If a company wants you to know a paricular program, they usually say the name of the program.
