It's both dilation is the change of a circular orifice. Change in size could be either small or large. If the pupil of the eye dilates then it is enlarged!

Dilation is increase in size of the blood vessels.It happens when the temperature increases.

i think it means change in size when you talk about graphing shapes. you can dilate a shape to make it larger OR smaller.

Well, when an opthalmologist dilates your pupils, he opens them up (making them much larger) so that he can see clearly inside of them. So, maybe in math, it means to become larger...
