Most of us (short or not) like sparkly, shiny things, so I suggest that you take the Queen of your heart to the jewelry floor of her favorite dept. store, and then present her with a card that states her "budget", and let he go wild!
This is every bit as much fun for her with $50 as $500; and, I particularly suggest a department store because they have a large variety of very nice but not too expensive baubles that ladies love!

gift card/certificate to a spa!!! i got one for my birthday and i LOVED it!! (a place where you can get a massage, facial, manicure/pedicure etc.) i got a facial (i had never had one before this) and it was absolutely amazing!
