I will judge a villain by his acting and not his character.
So the best villain is Chase collins (played by sebastain stan) in the covenant.
I found his acting and dialogues very natural.
I enjoyed watching him in the movie especially the part of "Miss Muffet" and the way he talks.
It was fun watching him.

The character of "Frank" played by Henry Fonda (that's right--Henry Fonda) in Once Upon a Time in the West. After you see what he does in the first scene in which he appears, you will never think of Henry Fonda the same way again.
Another perhaps less surprising answer: "Early Grace," the trailer trash serial killer played by Brad Pitt in his most convincing acting job ever in the movie Kalifornia.
Anyone who hasn't seen these two films would do well to check them out.

I really like V in V for Vendetta if you can call him a villain because he was kinda the good guy too. Hannibal the cannibal was also bad-@ss. Man that's a tough one because there are so many to choose from. The predator was also awesome in Predator. Aliens are really vicious too. Hmmmm OK I'm done.
