Can you explain the difference between a refereed conference and a non-refereed?
Also does this sound like something that I should bother with, or will it not be beneficial in the grad school admissions procedure?
"All authors presenting papers will have the opportunity to submit their paper to be included in the official conference proceedings in CD ROM format which will be disseminated to all interested attendees. These are non-refereed conference proceedings so publication in this format does not prohibit submission to professional journals."

A non-refereed conference means everyone gets in. Everyone who submits a proposal or paper gets to present.

Refereed conferences have committees of scholars that review all submissions, and only invite the proposals / papers that are judged best to present.

These non-competitive conferences are not at all impressive at the graduate level, but for an undergrad, at least it's an opportunity to participate in a conference.

Impressive on a graduate school application? Not particularly, but better than no conference presentations at all.

Refereed conference means that all publication / presentation have been peer reviewed. This involves external assessment by at least one independent reviewer. In the case of a journal article or conference publication, the independent reviewer cannot be a member of the editorial board.

A non-refereed conference has no peer review. just an editorial board.

It's considered more prestigious (in my opinion more thorough) if your work is peer-reviewed because you allow your work to be studied / scrutinized / disected upon by your colleagues in your field who really knows what you're talking about.
