Example. FCC has decided that all FM radio will be broadcasted on channels 88.1 to 107.9
it is for this same reason that certain kinds of programmable walkie talkies and scanners can only be programmed by FCC certified dealers. they were not orginally created to censor anything only to regulate and ensure that people were not broadcasting illegally, this is primarily for safety purposes to keep emergency channels open for emergency personnel only, it more or less evolved into those responsibilities of censorship
