Consent for sexual relations with a youngster varies from state to state and the law is made by the state legislatures.
Age of consent to sign contracts and the enter agreements generally 18, which most states feel people have matured enough to know what they are doing. This age is pretty much the same in every state of the US and is based primarily on the average age of high school graduates and eligiblity for selective service.

It isnt.. it varies from state to state.. 18 is not universal..
But who decided it is the states legislature in the USA... Age of consent has actually gone up in the US states rather than down as time goes by.
Other countries vary even more some are Much lower legally

18 is used because it is defined as an age where you can make legal and adult decisions. There is also a rule of 7s: Those under 7 aren't responsibile for there actions legally, 8-14 is dependant on the action, 15-21 you can be treated like an adult in certain situations. Once you turn 21 you can do anything an adult can do. This all is due to English Common Law.
