are they placed there by local authorities if they want to tow you away or did the owner put it on for security?

The Boot. They're put on cars... identified by the license plate number parked in public or private incorporated areas, so the owner/driver can't drive the car away due to outstanding traffic or parking violations. Pay the fines, then The Boot comes off.

Cities place them on scofflaws tires to force payment on outstanding tickets ........usually a goodly number of tickets they won't place the lock on a persons car with say 5 outstanding tickets..
