I usually apply eyeliner to the inner rims of my eyes, but do to the chemicals in make-up, that can be bad for your eyes. Any suggestions on a different way to apply it?

Good that you know that the chemicals in the eyeliner are bad for your eyes!

May I suggest a free makeover at the Lancome or Estee Lauder counter at your nearest mall? They are always willing to help us ladies learn proper make-up application.

You might even find a product that you can't live without!

Try drawing a thin line just above the eyelash line, then use a sponge (some eyeliners have little sponges on the ends of them) to kinda blend it in. You can do it the same way on the bottom, depending on what look you're going for. I know I look bad unless I don't put it on the bottom, but some people look better without it.

Just below and just above the lashline. Go from about 3/4 of the way across on the top and 1/2 on the bottom.

Or use a natural botanically based eyeliner like Arbonne...

Apply your liner to just above the lining of your lashes, on the lid. Start midway on your lids and as you draw your line outward, as you come the closure of your lid, draw the line up just a little, some people call it the cat-eye, this gives your eyes a wide open dramatic effect, and no liner gets in your eyes!

you are supposed to do it right on your lash line where the bottom lashes are that should do it.
