Legal answer- No. Most casinos do not allow people to linger in casinos unless they are 21.
Realistic answer-- as long as she does not look really young they will probably overlook it. Unlike getting into clubs, Vegas is not overly strict about pushing people under 21 off the casino floors. If she tries to gamble or get a drink they may ask her for ID, but just standing around it is highly unlikely they will ever ask her for ID.

No, they won't let her even stop a second in the casino. She has to keep walking. They can get into huge trouble if they are found to have someone under gambling age off the walking paths in the casino.

I went to Las Vegas with some one that was under age. She was near the machines with me and she was carded. So...She can be in the casio area but not by the tables or the machines. There are sections of carpet that make paths though the casino and if you are underage you have to stay in that area. Not so much fun... sorry.

No. Anyone under the age of 21 years old is forbidden from loitering in the casino gaming areas. (They're technically not even supposed to stop and tie their shoe.) The casinos reserve the right to id anyone in the gaming area and ask anyone who's underage to leave.

no she can not be in the casino and if she is asked once to leave and is caught again, you and her will be escorted out of the hotel. You need to get a girlfriend you age.
