I dont think there is a program that can do it in real time.
Well, not unless you work for the FBI or someone anyway.
But Google Earth is a great program. But the images can be quite old.

There is a free one thats like google earth,
and there is one that you have to pay for, (never paid for it, or used it, but I think you can see real time images)..

there isn't any site for real time viewing, the government doesn't allow it. Only they have that access.
