There is a diesel glow plug controller. It is a large solenoid with many contacts. Make sure all those contacts are not corroded and tight. With the glow plugs on, use an ammeter to check the current from the controller to the left and right four glow plugs. It should be about 14 amps. Then check the current through the individual glow plug wires. If it is less than 14 amps and the glow plug wire is conducting ok and not damaged then the glow plug(s) need to be replaced.

If glow plugs are bad you will have hard morning starts. To test, remove with 10mm socket, while engine key is on make ground (rub) with engine this will promptly light up the glow plug if working
