I don't know about getting 'mad', but I have two observations. I had friends who worked at a mental hospital (attendants and one groundskeeper) who swore that the residents acted up more on the full moon. They certainly had enough residents to observe over enough full moons. The other is that when I go camping for one or two nights with friends, it's a treat to have a full moon. The full moon only happens when the sun is opposite the moon with the earth in between, which means that the full moon rises as the sun sets. Then, and for a few days before and after, there's enough light from the moon to get around. If the sky is clear, it never really gets dark at night. We can party and not really need to scramble for light. That does, in a sense, affect us when compared to the pitch black nights of a new moon. An extreme example of this is above the arctic circle (or southerly, below that circle) when you get 24 hour darkness during the winter. They have higher rates of depression during the winter dark period. So I'm inclined to think it's real and related to the amount of light.

No...there is no scientific evidence. Once in Psych class we studied a study of lunar anomalies. They monitored a mental hospital, with the independent variable being the lunar phases. Less people were admited to the mental hospitals during full moon periods.
