Count them for yourself, but my quick tally shows Ohio and California tied, with 6 winners each; and Pennsylvania in 3rd place with 5 winners.
Note, however, that under today's rules, Ohio would only have 5 winners. Way back in the infancy of the Pageant, Mary Katherine Campbell won in 1922 and again in 1923. After that, the rules were changed to make past winners ineligible for the competition.
