Yes, but you would need to create a new user interface using some type of programming language, like VB. The only thing you can use without having MS Access installed are the tables.
If you were wondering if you can open an Access database file and use the forms and reports without having MS Access installed. the answer is No.
MS Access is actually just an user interface on top of the Jet Database Engine, which handles the tables. The queries, forms and reports are created by the user interface portion and is stored within the .mdb file. Only MS Access can access the queries, forms and reports. Any programming language can access the Jet Database Engine.

Yes, Kinda. You can distribute your MSAccess Royalty Free of you have the developer edition of Office. Look into the MDE, this is a free MS Access runtime that will allow your users to run you Access application, but they cannot create/modify tables for SQLs.
