Chinatown on Chinese New Year eve is the most likely spot, especially as there will be a countdown. Or where there are official celebrations like Singapore River Hongbao at the Esplanade Park.

During the first two days of CNY itself, it might be hard for you to seek them out as they'll usually be visiting residential areas or businesses who have invited the troupes to bring them good luck and fortune for the year ahead.
