If NY is like some other states it is a product of the formula that is used to determine support. If incomes are vastly different and the second parent even has a little time with the child - the formula will result in some support having to be paid. It is more a result of a formula that is not perfect for all situations.
If it is a result of a previous agreement between the parents, and that agreement was incorporated into the divorce judgment - then it is just that - a legally enforceable agreement.

I don't know what state that father lives in, but if he has sole physical custody of the child, the mother pays support to him to help maintain the child. There is no reason for the father to pay child support to a non-custodial parent. Are you perhaps confusing child support with alimony, a form of financial support for the ex-spouse?

Are you sure that you are paying child support, or alimony payments? The person who has physical custody of the child should be the one receiving child support. But you may be paying alimony, which is also called spousal support.

In some cases the dads will offer to still pay support in exchange for getting custody of the kids. Of course at that point it really isn't child support but some dads will do what they have to in order to be close to their kids. I'd do it in a second! They can keep the money, I just want more time with my kids.

Thats extremely odd, ive never heard of a man being awarded custody of the children "and" having to pay the mother child support something majorly wrong with that situation..

normally this makes no sense and it would be entirely dependent on the state. however i see one possible scenario where this might happen.
In a state that seeks to equal the standard between households it could be possible if the father makes far more money than the mother. She has to have at least some over night visits, close to 20% or more of all nights.
otherwise go to court and get it fixed

They should not be doing that. The parent that does not have custody pays the child support. You may have to file a petition to change that.

Who do you pay it to? Yourself? That has to be alimony. Or did she have custody but gave it up to you without a new court order?

Hmm? maybe he did some adjusting to custody with his ex and not through court? unless he's lying? His ex should have visitation but that shouldn't be awarded child support? again unless he is lying?
