he says 'it has moved' whenever he is going to use the Magun, and then the little white light on the top of his Magun turns on. It's an indication that he can use the Magun, though I'm unsure as to what 'it has moved' means. What moved?

He means the Magun has moved, or woken up. The Magun is sitting asleep on his arm and he can't use it unless it wants to be used. So when it is ready to be used, it moves.

Its been a while since i've seen FFU so bear with me Kaze is ill capable of using the Magun freely. Saying it has moved "means" he is now capable to use it. If you've watched Inuyasha think Sesshomaru and Tensega. When Tensega desires to be used it pulsates.
