Attach it to porygon as an item then trade it to ruby, sapphire or Emerald and it'll evolve into Porygon2. Then trade it back to fire red (you'll need the national dex!) I'm not sure if theres another pokemon that can evolve with the up-grade.
In the upcoming diamond and Pearl there'll be a PorygonZ.

the item up-grade let you envolve porygon,when you put the item up=grade on to porygon and trade it to a person that has a national pokedex and it will envolve into porygon 2.

you equip it to a porygon from the celadon game center and trade it to someone and it will evolve if the someone has national dex
