The important things in a Federal government are that they run the show, over-ruling states rights, local government rights, etc. Through that process, they agree to defend states, local governments, and individuals. The Civil War was fought over just these concerns, Federalism vs. States Rights. The Union won, so now all States have to heed to the laws of the Federal Government, if they differ from their own State or Local laws. At the end of the Civil War, one of the major victories for the Federalists was the abolition of Slavery in all States. I don't know if there is a top 10 list, though.
