If you want the BEST of the BEST (period), it's either Bellagio, Wynn, or Venetian.
Venetian gets my nod -- exceptional service, great casino, GREAT restaurants.
The other two are dandy also!!!
If you want a hotel for BEST VALUE, i'd choose either I.P., Barbary Coast, or perhaps Bally's. A room can usually be 'had' for not much dough & those 3 places are respectable, clean, safe.
BEST time of the year for chepest rates is ALWAYS the 2 weeks preceding xmas. Many shows are out of town, etc. The casinos will be nearly vacant... rooms are cheap !!!! Never a line for a buffet, etc, etc.

In rank order: (of the places I've stayed in Vegas)
1) Bellagio
2) Alladin -- very nice for the price!
3) Luxor
4) MGM
5) Excalibur -- not recommended, but cheap
6) Motel 6 -- when you're looking for a REAL deal

The best for the money is Imperial Palace. Small casino, but affordable and good service.

The best is the Four Seasons, I don't think that there is that much of an off season, it's busy in LV all the time.

Wynn Las Vegas.
Stayed there many times, loved it each time. never a complaint, built around the guest. just stay there, you'll love it!
