Pool Party at a hotel. Find one with an indoor pool and have an early summer. Your friends will love it. It's NOT expensive. Get a room for you all to have a sleep over in too. Movies and candy, and wait for the front desk to call and tell you to keep it down.

ask your parents if you can borrow some money take out the girl you really like to a nice restaurant (make sure she says she can make it) and after that you might find out what you two have in common. Just like that you can get a nice birthday meal and a girl friend in the same night it's like 2 for the price of 1

Throw a big party. Invite all your friends over (boys and girls if you want, but if you want to do prank phone calls, it's usually better if there arent girls there). Watch a funny movie. Drink a bunch of soda and eat a bunch of stuff.

My birthday is in Feb too and I used to have a lot of pool party's.
Depends on where you are though, because Feb here is hot.
