IS <- Singular
Are <- Plural
"Is" is singular. For example, "The cat is dying." We don't say "The cat are dying." or "The cats is dying."

These are all verbs, so you'd want to worry about the case as well as how many it applies to. Seems is third person singular (He, She, It); Has is also third person singular, and I believe Looks also falls under this heading. Plurals would be They seem, we have or they look. Hope that helps!

None of them are neither singular or plural. For one, they are not nouns nor are they the subjects. They can be used in either for depend on the tense of the sentence. But they are most definitely not singular or plural.

The words themselves are not singular or plural but modify a noun or pronoun that is usually singular, except in the case of I.
I seem, they seem, we seem
He seems, she seems, it seems, the house seems
I look, they look, we look
He looks, she looks, it looks, the house looks
I have, they have, we have
He has, she has, it has, the house has
English is an annoying language.
Hope this helps.

SEEMS, HAS, and LOOKS are all VERBS (words of action) They are used with SINGULAR nouns or pronouns (NOUNS: Rick, Nancy / PRONOUNS: he, she)
"Has" shows ownership as well.
Example:
He SEEMS nervous.
He HAS not been sleeping enough.
He LOOKS anxious.
She SEEMS nice.
She HAS a new jacket.
She LOOKS tired.

They are both singular because their subjects are singular.
Example:
He seems.
Not they seems.
He has.
Not they has.

seems- singular
has- singular
looks- singular
try saying them with he/she/it or they in front of it:
he seems or they seems
they seems doesn't make sense and doesn't sound correct grammatically. this works the same with all the words.
