Because the area you are in is a high crime area, and I am concerned for your safety as well as the property is in the storefronts that I observed you peering into, you are now under arrest for vagrancy.

A vagrant is a person, usually poor, who wanders from place to place without a home or regular work. Urban vagrants are commonly called "street people". Some towns have shelters for vagrants, such as The Rescue Mission in Syracuse, New York.
Vagrancy is a crime in some European countries, but most of these laws have been abandoned. Laws against vagrancy in the United States have largely been invalidated as violative of the due process clauses of the U.S. Constitution. I think it means you are staying some where that you are not suppose to be staying. Because a vagrant is some one who moves from one place to another, that is never settled anywhere
