There is no real necessity to bring your passport if travelling within the Philippines. Just bring valid IDs like drivers' license, or professional ID, or social security ID, OR school ID. A passport can be obtained by you personally queuing up at the Department of Foreign Affairs. It may cost only P500 or 600 pesos if you do it yourself. However, you can assign a travel agent to do the application for you. For regular processing (not rush), it is P1,000.
If it is rush processing, it costs P1,500.

If you're a local, a Filipino, traveling within the Philippines, you do not need a passport though it would be better if you have one because it would serve as your ID, in case you're taking a plane. Airlines would ask for an ID to verify that the name on the ticket is the same as the one on your ID. But if you have other main IDs (usually with photo, signature) like driver's license, or company ID or school ID, that's ok.

Still, I suggest you get your passport as soon as you can. They might raise the cost of getting one. Last I heard, it was Php500, I think it's around Php1000 now..

Within the Philippines you do not need a passport but for far places you might have to get there via plane (where you need tickets) or via sea (longer and limited travel days).

A passport if you are a local cost P600 for regular processing and expidited processing (for only 3 days) costs more but will not reach P1000. Unless you get a travel agent to do it for you.

You don't need passports when you are travelling just within the Philippines. You just need to buy tickets to any airline of your choice.

You need to get a Passport and Visa to visit the Philippines but I never was asked for ID once I was there except when I checked into a Hotel.
Check your local travel agency.

Passport is not needed for natives of the Philippines. If you are foreign in the country, you must apply for it through any DFA or DEPT OF FOREIGN AFFAIRS offices across the Philippine islands. Passport itself serves as your national identification, inside or outside the Philippine soil.

Passports are your identity entering to another country, and again on your return.
