Definitively they could mean anything. Generally I understand them to mean infinite time, but there could be more to it than that.

"While in the popular mind, eternity often simply means existing for an infinite, i.e., limitless, amount of time, many have used it to refer to a timeless existence altogether outside of time. There are a number of arguments for eternity, by which proponents of the concept, principally Aristotle, purported to prove that matter, motion, and time must have existed eternally."

"The concept of something existing beyond the flow of time, or retaining its status for an infinite period of time. On a universal scale very few concepts, if any, are truly forever. Proponents of a closed universe believe that even time itself will have an end."

I have understood eternity to mean outside of time. Which makes for some important distinctions in religious thought.

For example it makes eternal life sound a lot like buddhist nirvana.

No. Eternity is for all time.
Forever is starting now, then forever.

No. Forever is time with no end. Eternity is the complete absence of time and space. Eternity, like "forever" is endless, but only because it is also beginningless.

Technically, they are synonymous. From a religious standpoint, eternity is outside of time whereas forever is INSIDE of it.
