SPECIFICALLY, IT IS A REFERENCE TO THE AMOUNT OF DRUGS MEASURED IN WEIGHT.
AN "8 BALL" IS SLANG FOR 1/8TH OF AN OUNCE, OR 3.5 GRAMS (28 GRAMS = 1 OUNCE)
TO CORRECT THE ANSWER THAT SOMEBODY ELSE POSTED, IT IS USED IN REFERENCE TO MANY DRUGS LIKE, METH,WEED,HEROIN,COCAINE, ETC.... NOT JUST COCAINE.

As a slang term for drug use it relates to the amount of cocaine, or occassionally methamphetamine, found in a single package. The weight of thaose packages is 1/8 of an ounce (where it would take "8" to make a "ball" or ounce). Because of the prevalent use during the 1970's-1980's, and stemming from sales in pool halls, the term "behind the 8-ball" was used to mean "being in a bad place", which some would say is definitely where users of cocaine are commonly found to be.

Yes it does...Shes a crack head. It's 1/8 ounce of crack, cocaine, speed, etc. Good luck with that one. Or she may just really like the game of billiards. Who knows...
