2ab^2(20a^2b^3 + 11ab)
((2 * 20)a^(1 + 2)b^(2 + 3)) + ((2 * 11)a^(1 + 1)b^(2 + 1))
40a^3b^5 + 22a^2b^3

2.) if by this you mean

(3x^(4/7))^2 = (3^2) * x^((4/7) * 2) = 9a^(8/7)

but if you mean

((3x^4)/7)^2 = ((3^2) * a^(4 * 2))/(7^2) = (9a^8)/49

(x^(-12))/(y^(-1)) = (1/(x^12))/(1/y) = (1/(x^12))*(y/1) = y/(x^12)
