I am staying in Melbourne and plan on going to PI. Can I take a bus there? Are there package deals combining tickets and transportation? Or do I have to rent a car to get there?

If you live near the City/CBD area, there are some travel agents along Swanston Street that serve the domestic tour as well. Some of them are AAT Kings and Evergreen travel.
Yes... do not forget to bring VERY warm clothes even in summer. Some even bring their blanket along.

I went there last May. We took a bus tour that ended there (it left from Melbourne). It was with Autopia Tours and we went to a wildlife sanctuary where we saw some animals and fed kangaroos and saw wombats and koalas up close. At the end we went to Phillip Island for the Parade. The tour was about 100 Australian dollars I think and lunch and the parade admission were included. It was actually a really great tour...one of my favourite parts of my entire trip and our guide was awesome! Bring a sweater...it's really cold on the beach at night.

There are loads of tours that you can take to Phillip Island, there isn't much to see on the way, but the fairy penguins are super cute.
If you go to the Tourist Information thing in Federation Square at the Corner of Swanston St & Flinders St, they have brochures for all the different companies.
You sit on freezing cold concrete bleachers and the wind that comes off the ocean will freeze your nuts off so bring some serious snow gear even in the middle of summer.
