Not all shows get syndication rights, also it might state in the actors or shows contract that actors get paid, just in case the actors aren't acting anymore at the time of syndication. For example, although Holly Marie Combs(of Charmed fame) isn't acting at this time, she recieves the money from the syndication. Also, the only ones who know how much they recieve from the syndication are the actors themselves, and also whomever does gives the money to said actor. So the money may be minimal, but they still get a lot of money because the show is in reruns.

It's like an author getting paid for a book that continues to sell for 30 years--the author did the work, the work is still relevant, and it's still making money for the publishing house, so the author (if s/he has made a good contract) gets their cut of that as long as the book sells. Actors did the work, the work is still relevant, the t.v. stations are still able to sell advertising (so other companies see the show as relevant to their target customers), the t.v. stations make money, the advertiser bring in clients and benefit, so the actors (and writers, if all have made good contracts) get their cut of that as long as it runs.

RE:
do actors get paid after the show is on reruns?
When an actor does a movie or a tv show, do they get paid every time the movie or tv show is showed on tv?
Or do Musicians get paid everytime their song is played on the radio?

actors on tv shows get residuals if their show has been on for 100 plus shows. As long as they are in rerun they get paid. As for musicans, they get paid with ticket sales, collectibles, cd sales.A movie actor is paid while making the movie not when rerun on tv.

yes and no
What you are referring to is called residuals
Some contracts prior to the 70s only had residuals going to the main characters if the show was popular and after the first contract renewal. Now it is common for all main characters to receive residuals not just for the reruns but for DVD's, tv specials etc.they are also obligated to do promos for the networks to use for the reruns. THink 90210 and Friends.
As far as music goes it is airplay that determines the royalty but its split between the artist and the record company at minimum-sometimes producers, and other artists earn royalties too
I hope this helps
