Er... within DC comics (Jean Grey can't defeat Supe because Marvel and DC would have to work together on some level-- neither can Galactus, or Rogue-- heh).
Hum. I'd go for Ra's Al Ghul. Since he's immortal, it would be a bit of a problem to defeat him.
But perhaps I have my facts fuzzy.
If not Ra's, then Brainiac. He always has the resources. And, though I am an ardent Batman fan, he is smarter than the bat. Sorry. =(
