According to What to Expect The First Year book, infrequency is not a sign of constipation and that breast fed babies are rarely constipated. They say that it's constipation if the stools are hard pellets and hard to pass. The book says that infrequency could be a sign of not getting enough to eat.

The book recommends moving the baby's legs in a bicycle manor and do not give any laxatives or medication without talking to the pediatrician. With a doctor's okay, it's safe to give an ounce or two of prune or apple juice.

I think the reason she is getting constipated is because of the formula. If you insist on giving her formula at night, give her some without the extra iron in it. Sounds like thats the culprit.
