No way. Hands down the BEST place to take ANY BMW fan is the Nurburgring in Nurburg, Germany. It's a course designed around the German car manufacturers. Its almost 13 miles around the "The Green Hell" and the goal is to be able to complete a lap in under 10 Minutes. In a BMW you can achieve the maximum speed on the final straightaway.
Besides buying a special, new BMW, taking a person to the BMW Nirvana known as the Nurburgring would do it for me. And if I was going to do that, I would maybe get a European Delivery vehicle and drive it to "the ring" and then enjoy it.
If your gift-receiver doesn't need/want to go to Germany or to get a car. Then tuning options are always good. My girlfriend gave me a short-shift kit for Christmas and I love it. It's not too expensive and worth it.
Of course, there's always the BMW Roundel Tie and matching cuff links.

I would recommend to BMW assembly plant in South Carolina. BMW assembles the X5 and Z4 at this location. Tours are availible through out the year as well as a museum of BMW history.

Enroll them in the BMW Driving experience in Greer, SC near the BMW factory. It's a blast and you get to drive all kinds of BMWs.

I know what I would want: BMW Occasionally offers pro driving courses which are about three days long. they consist of lessons on performance driving, as well as sessions with professional drivers riding in your car with you on a closed track to help each driver individually improve their skills for their respective cars. It puts the finishing edge on any driver's natural ability.
These classes tend to run about 300 dollars, and location is sometimes limited by availability of tracks and/or consumers.

Get them some BMW F1 (formula 1) stuff
and
www.hookedondriving.com has some track days if you live in or near california and if not they have a great dvd
