has anyone noticed this..that when you are swimming underwater and look at someones hair, it's all fluffy and light like a shampoo commercial. why is this?

Because the hair is "suspended" in the water and all of the hair reacts to the currents and flow of the water at the same time making it look uniform and smooth.
The longer the hair, the better the effect.

Usually when we are swimming its sunny outside, and the sun reflects into the water and makes our hair super shiney and pretty, I have noticed that too...I wish my hair always look like that

Boyancy... along with... oh, what's it called- you drop a crumpled up piece of fabric, and it drops straight down... you spread it out, make it into a parachute, and it floats down....

Anyway, the water holds your hair up, supports it, preventing it from looking weighted down.

light makes things pretty in water.
when your hair is saturated, it spreads out, and light hits it, and yay.
