I would have to say the letter "Q" is the odd one out.
None of the states contain a "Q" in their name.
Alabama, Alaska, Arizona, Arkansas, California, Colorado, Connecticut, Delaware, Florida. Georgia, Hawaii, Indiana, Iowa, Kansas, Kentucky, Louisiana, Maine, Maryland, Massachusetts, Michigan, Mississippi, Missouri, Montana, Nebraska, Nevada, New Hampshire, New Jersey, New Mexico, New York, North Carolina, North Dakota, Ohio, Oklahoma, Oregon, Pennsylvania, Rhode Island, South Carolina, South Dakota, Tennessee, Texas, Utah, Vermont, Virginia, Washington, West Virginia, Wisconsin And Wyoming.

None of the United States Territories have a "Q" in Their name either:

American Samoa, Baker Island, Federation of Micronesia, Guam, Howland Island, Jarvis Island, Johnston Atoll, Kingman Reef, Commonwealth of The Northern Mariana Islands, Midway Islands, Navassa Island, Palmyra Island, Puerto Rico, U.S. Virgin Islands and Wake Island.
