Countries such as Australia and Canada operate on pacifist ideologies, thus preventing entry into global conflict of any kind. Although I do not agree, what the author of the statement is saying is that if you see a bully beating up a nerd everyday and you try to walk by and stay out of it, eventually the bully will notice you and bring you in just because he can and it helps his cause.
