newer dell with win xp pro, no os disk ,tried a few answers , no luck please help im broke and cant pay a tech to bypass. tried removin battery then bootin, random passwords .ect someone help me
any computer knowledge is better than nothing help me

the only problem w that is that i cant reformatte for some reason, i have a disk that should run at boot to format but that doesnt boot from cd, i changed to boot from disk but still nothin
any other guess's

I can't really see how you can bypass a password without having to reformat the drive. If you're really short on money download ubuntu or some other form of linux and use it to reformat the computer and then install that as an OS. Ubuntu should have all the functionality of Windows for free, so if you're going to use it as a normal computer it should not be a major change.

If cant remember the admin password , u can download a file called saminside and follow the steps in their help file

When you boot up the computer, when you see the screen with the logo press F8 select safe mode and press enter. log into the administrator account.
