Many cars and vans do this.It is a safety measure to keep people from opening the doors while driving down the road.It is meant mostly as a safety measure for children who might not know better.

I believe that it actually states that in the manual that you can do this, but working on Volvo's for a while now I have never heard of a way to perform this procedure. There may be a software package you can purchase from your dealer (typically $100-180) but you may want to check on that.

Read your manual. There are often some adjustments that you can make to achieve your goal. Or do what I do, the lazy way, call the dealer and ask them to explain.
