you do the LCD - lowest common denominator
what number does /4 and /6 (bottom ones, aka denominators) go into? well 4, 8, 12, 16, 20, 24 and 6, 12, 18, 24 so we know that 4 x 6 is 24 but is that the lowest number? we look at 12 because both go into 12.
so now we can convert knowing that 12 is our target.
3/4 (multiply by 3 because 3 x 4 = 12 (multiply both top and bottom). so you get 3/4 x 3 = 9/12.
do the same for 6 only this time what times 6 = 12? well 6 x 2 = 12 so you multiply 5/6 x 2 = 10/12. you see how you multiply 2 for both.
now you can add those fractions (the bottom number must always be the same)
9/12 + 10/12 = 19/12. you check to see if that can be reduced. no it can't there you go.
this LCD goes for subtraction as well.
for multiply and divide, do 3/4 x 5/6 and do 3 x 5 = 15 and the 4 x 6 = 24 combine them into 15/24 as your multiplied one. do the same for division.

This is why your lessons on Least Common Denominator are so important.
The LCD here is 12
3/4+5/6 = 3/4*(3/3) + 5/6*(2/2) = 9/12 + 10/12 = 19/12
As for the other question, just use long division. Remember, 13 goes into 26, two times...therefore, it should go into 2.6 "point" two times, or .2.
