I don't get this promblem some1 help!

It is in the simplest form because 8 and 15 do not have any common factors.
The factors of 8 are 1, 2, 4, and 8.
The factors of 15 are 1, 3, 5, and 15.
As you can see, they don't share any factors.
If you had 8 over 16, then you could simplify it because they share the common factor of 8 (it would simplify to 1 over 2).
