Even when you're not paying attention or looking around, you get that feeling that someone is looking at you, and when you look up, someone IS. How is it that we know when someone is looking at us?

You can call it human instict if you like. In energywork it's explained through the human energy field, or HEF. Without going too far off the edge for most people, compare it to "personal space". How some people like to have a lot of space around them. But I attribute the feeling to how the HEFs of the two people are interacting. It has to be some sort of subconscious or sixth sense since the sensory data isn't being given to any known receptors.
It's how I look at it. ^^

It's most likely a result of development and conditioning as you grow up. Your experiences will tell you what actions you do will cause attention and what doesn't. Say as a child you did a certain action and that caused everyone to look at you. Now when you do something that is similar, you will believe that people are looking at you as well.

That's my explanation of it.
