1.
Full time is usually 12 credit hours per semester. This is equal to about 4-5 courses. Certain Grants become available if you are a degree seeking college or university enrolled at least half-time or preferably full time.
2.
A certificate of completion is a piece of paper that you get, if you take your courses, without seeking a degree. You still get an attest of having successfully finished the courses. But why? Do a real path of study for an actual degree... you will get better pay!
3. Part-time is anything less than full time. Maybe you can only take one or two classes per semester, beacuse of your job, or money, or because of family duties... you can still achieve a degree this way, it takes longer, stay focused and don't give up.

This varies by school, unfortunately. You can usually determine the school's policy by reading the academic calendar.
In my area in Canada, many universities consider a "normal" full time course load to be 5 credits per term. In this case, part time students are usually those who take 2 credits or less per term. However, this will not apply in every school or region, so you really do need to check with the specific school.

Any time you are carrying less than 12 credit hours, you are qualified as less than full time for FAFSA purposes. I think most schools have the same policy, but you should verify to be sure. The result of being less than full time is that you are ineligible for certain financial aid from the govt. In the program that i teach in, being full time limits how many hours per week you can work, so we have students who carry 11 or 10 hours so that they can still work 20+ hours a week.

you're a part-time student when you're not taking the required number of units in a semester. full-time is when you're taking all required units and majors. certificate of completion is self explanatory. don't you think?! it certifies that you have completed this course.
