It's not the snow that stains your boots or shoes, but the calcium they use to de-ice the roads and sidewalks. I come from a province where we have to deal with that all the time. The easiest way to rid yourself of these ugly white stains are to use regular white vinegar. Rub your shoes with a soft vinegar soaked rag. Don't worry. They won't smell like vinegar forever. Vinegar only smells when it's wet so once it dries, you'll be okay. If your shoes are newbuck or suede, you'll have to use a soft bristle brush to remove the calcium and beware... it doesn't always work on suede. It really depends on the quality of the suede. If your shoes are leather, you may want to then protect them with mink oil cream, which you can buy anywhere they sell shoes or repair them. This will make it easier to remove any future calcium deposits.

With suede you can't use oil based cleaners as they will stain the suede more than the salt. Try a mild blend of 1 teaspoon of dish washing detergent and fabric softener in 500 ml of luke warm water. First brush the suede with a shoe brush to loosen and remove any salt and dirt that may be removed. Spray some of the solution on evenly over the suede and lightly brush it in. Wide off with a cloth dampened with clean water. Allow to dry then rub the suede with light sand paper to recover the texture.
You may also try asking for a suede cleaner at a leather clothing store or a shoe store.
