Yes, most cars require dropping the fuel tank. Not real difficult but a lot involved just to change a sensor, or sending unit.

From what I've heard, misc 75 is right. My 1998 Ford Windstar's fuel gauge hasn't worked for a while. I was told that the fuel tank would have to be dropped to put in a new sending unit.

Some is, some ain't. Most have to drop the gas tank, but I would look in the trunk over the gas tank for a removable panel. Honda has one, and possibly others, just look and see.

Its not hard to do on a lift with all the gas out of the tank. If on the ground YES
