Older phones did not have all the letters, usually omitting Q and Z.

The numbers 2 - 9 have all the letters of the alphabet. I think you may have the question backwards.

In years past, exchanges were alphanumeric. KLondike 5-1234. The Q and the Z were not exchange letters, there being 3 letters each on the numbers 2-9 on rotary-dial and early digital phones.

On the old telephones, the ones with a dial some didn't have the letter "I" on them because it was too similar to the letter "J". But that was a long time ago. Don't forget the British and French telephones were different to the American ones.
