Metals expand when warm, and contract in the cold. If they strung the fences in could weather the wire would become slack in the warm weather. Typically the force of the wire pulling at the stakes add to stability of the fence, if the wire went slack the fence would be less stable and more likely to fall down should livestock rub against the post.

Let's see. In the winter the ground is usually frozen making it hard to put in fence posts. It's f'ing cold. The barb wire is more difficult to work with. Snow. They are smart enough to stay inside......

Oh by the way - it's f'ing cold.
