It doesn't always for everyone. But when it does for some people, there's a lot of things that causes it I think. It might be the mood you're currently in or have been in for the day or even a period of time. Like if you were in a bad mood, you have other problems going through your head and you just don't feel that energy to deal with anything else anymore even if it was that important. Or maybe you're just completely burned out because you were just doing something else for too long. But I think it's ultimately because of time. You know in your heart and brain that the work that needs to be done is just that important but you just can't touch that work because wayyy back in your head where it's almost uncontrollable, you know you still have some time left until you can finish it; you just know it even if you don't want to admit it. And then it leads to procrastination - you see a lot of people finishing and cramming everything up at the last minute, nonstop, because they know they don't have much time anymore. But if you're one of those people that still feels that same laziness even when there's not even a single second left to finish it, then that could be a serious issue.

Well, if your place was on fire, then it would be really important to get off your butt and get out of there. Are you saying that laziness would kick in and you'd just sit there and burn?
So it depends, I suppose, on just how important the thing really is to you when it comes to laziness.

do you mean important as in you're being charged by a really big animal with horns and it's important that you get out of the way or important as in you have to turn in a piece of homework tomorrow to pass the semester?
in the first case: doesn't happen
in the second: it's something really boring and you can do something else without irrevocably damaging your chances of passing the class

Pure procrastination....I'm one, I put things off till I have to do them, then get lazy, but, know I have to do it, and once I start doing it, and finally get it done, I feel so much better.
