First of all, try upping the wattage in your light bulbs. Place brighter ones where you need them the most (like near chairs or sofas where you'll need them to read). You can also use uplights. Place small spotlights strategically around your room, aiming up at the ceiling. Ideally, hide them from view behind furniture, plants, vases, etc. Try placing strategic mirrors around the room as mirrors reflect any light that comes anywhere near them, and if you have a number of lamps around the room, you'll get much more light.
Another thing you can do is to lighten your paint colors... trying for a monochromatic theme in beiges that reflect light will work much to your advantage. I would also suggest painting the ceiling the same color but 3 or 4 tones lighter. With the uplights, this will make a major change, as light colors reflect light.
Also try using a light-colored throw rug if your floor is dark and if your furniture is also dark, consider using a throw blanket or buying a slipcover in a lighter shade. Surefit.com is a great place for slipcovers.

Really you have two practical choices. Either paint the walls a real light color or replace the ceiling light with a much larger one (or both). Either will make a really big difference. Don't worry about getting a light too bright to replace the ceiling fixture - as long as it looks like it will look nice in the room you can't get one too bright. Lamps just don't put out anywhere near the light a ceiling fixture can.

Try using spotlighting from the ceiling. It provides more light where it is needed, and can be easily installed. Meanwhile, you can also use lamps in areas used for reading also. I find that the "reveal" bulbs by GE work very well for brightening up a room.

Use light enhancing colors in that room.......heck nowadays they even have glow in the dark paint...for real.
Lighten up your color scheme will help. Also, seek to improve your lighting.....different bulbs put out different light.

try different bulbs. i had some bulbs in my warehouse and changed them to an electronic ballast and its like day in there now. i doubt you want shop lights in the room in question, but they may have something more fitting for your needs at a local hardware store.

add a cieling fan with built in lights, maybe change the color of the room to a brighter one.

i would suggest some high watt sconces, or track lighting on the ceiling. most track lighting systems use halogens...which are bright
