The Mount Pinatubo eruption in 1991 saw an outpouring of assistance from all over the world. The government built houses for victims. It turned out that many beneficiaries came from localities untouched by the fury of Mount Pinatubo. It did not matter to them that they were edging out legitimate victims from their shelters.

Another government agency decided to build a gymnasium in an evacuation center for Aetas—even if a gym is not a priority to the starving tribesmen.

“Pinage-exercise kami eh wala naman kaming makain [We are asked to exercise when we have nothing to eat],” an Aeta leader complained to this writer once.

A big nongovernment organization got the exclusive privilege of spending millions donated by a European private group for Pinatubo victims. The organization proceeded to buy for the evacuees substandard rice that even ducks would not eat.

Later, it even undertook ghost deliveries and ghost projects supposedly to aid Pinatubo evacuees. Had the NGO been a government agency, its leaders would have been charged with graft.

When Mayon erupted several years ago, civic organizations and the government provided food for evacuees. Many of those who lined up for food were not evacuees at all.

Just like the Pinatubo victims, the Mayon evacuees were victimized twice.

If it is any consolation, the Philippines is not the only country where human vultures feed on the carcass of personal tragedy.

This despicable act takes place even in supposedly more civilized and more humane countries such as the United States.

A recent NBC report on hurricane Katrina that devastated New Orleans said that an initial audit of those who received assistance from the Federal Emergency Management Agency had bogus social security numbers.

One supposed victim was even found to have presented 18 numbers. A number had bogus addresses, showing hat they were not really hurricane victims.
