i have two red ear sliders. one of them is in perfect condition but the other one seems to hate water. I have to put that one in a tank with less than an inch of water since it seems he isn't able to float. i'm not sure about this but can they breath underwater? i know its a stupid question. someone help.

They don't breath underwater they hold their breath for up to 7min and 7hours at night and up to 7 months during hibernation. It's a very interesting case but your turtle might have lung problems or a illness or even he's afraid of water. Ask your vet.

They cannot breath underwater.

Try reviewing the basic care needs at a good site like http://www.redearslider.com or http://www.austinsturtlepage.com

I think there are some problems with the basic care and housing you can take a look at.
